Time Relaxed Round Robin Tournament and the NBA Scheduling Problem

This dissertation study was inspired by the National Basketball Association regular reason scheduling problem. NBA uses the time-relaxed round robin tournament format, which has drawn less research attention compared to the other scheduling formats. Besides NBA, the National Hockey League and many amateur leagues use the time-relaxed round robin tournament as well. This dissertation study is the first ever to examine the properties of general time-relaxed round robin tournaments. Single round, double round and multiple round time-relaxed round robin tournaments are defined. The integer programming and constraint programming models for those tournaments scheduling are developed and presented. Because of the complexity of this problem, several decomposition methods are presented as well. Traveling distance is an important factor in the tournament scheduling. Traveling tournament problem defined in the time constrained conditions has been well studied. This dissertation defines the novel problem of time-relaxed traveling tournament problem. Three algorithms has been developed and compared to address this problem. In addition, this dissertation study presents all major constraints for the NBA regular season scheduling. These constraints are grouped into three categories: structural, external and fairness. Both integer programming and constraint programming are used to model these constraints and the computation studies are presented.

Evidence for Intermediate Phase in Solid Electrolyte Glasses

Here we examine a dry solid electrolyte (AgI)x(AgPO3)1-x glasses in the 0 x 0.54 composition range, and provide evidence for existence of the three generic elastic phases (floppy, intermediate (IP) and stressed Rigid). IPs are marginally rigid elastic phases with unusual functionalities and excited much interest in the field. Our experiments have included Raman scattering, Infrared reflectance, modulated differential scanning Calorimetry (MDSC), AC electrical conductivity and molar volume experiments. Our experiments reveal that the physical properties of these glasses including the glass transition temperatures (Tgs) and the elastic phases display substantial dependence on handling of precursors in synthesis of samples. Previous reports on Tgs of AgPO3 base glass lie in the 163 °C

365 Ways to Get a Good Night's Sleep

We spend about one third of our lives asleep—but we still feel tired. Without a good eight hours, we end up head-bobbing at work and drinking enough coffee to fuel a jet! This book addresses the surprisingly complex issue of sleep in easy-to-tackle steps. This exhaustive guide brings shuteye within reach as it explains how to: Pay back a sleep debt Nap without throwing off nighttime rest Deter disturbing dreams Handle a sleepwalker (or night-eater!) Take a bite out of teeth grinding, and more! It’s usually not a good thing for a book to put you to sleep. But this one-way ticket to dreamland will help you go from counting sheep to fast asleep!

Historical Syntax and Linguistic Theory

This book of new work by leading international scholars considers developments in the study of diachronic linguistics and linguistic theory, including those concerned with the very definition of language change in the biolinguistic framework, parametric change in a minimalist conception of grammar, the tension between the observed gradual nature of language change and the binary nature of parameters, and whether syntactic change can be triggered internally or requires the external stimuli produced by phonological or morphological change or through language contact. It then tests their value and applicability by examining syntactic change at different times and in a wide range of languages, including German, Chinese, Dutch, Sanskrit, Egyptian, Norwegian, old Italian, Portuguese, English, the Benue-Kwa languages of Niger-Congo, Catalan, Spanish, and old French. The book is divided into three parts devoted to (i) theoretical issues in historical syntax; (ii) external (such as contact and interference) and internal (grammatical) sources of morphosynactic change; and (iii) parameter setting and reanalysis.

Tax Administration

IRS Needs to Strengthen Its Approach for Evaluating the SRFMI Data-Sharing Pilot Program

The State Reverse File Match Initiative (SRFMI) is one of the IRS¿s data-sharing strategies to reduce the estimated $345 billion gross fed. tax gap. SRFMI matches fed. and state taxpayer data to identify noncompliant taxpayers -- individuals and businesses who do not file tax returns or do not report all of their income. IRS's document-matching program has proven to be a highly cost-effective way of identifying underreported income, thereby bringing in billions of dollars of tax revenue while boosting voluntary compliance. Based on concerns about whether IRS is fully using data from state and local gov¿ts. to reduce the tax gap, this report assesses IRS's plan for evaluating the effectiveness of the SRFMI pilot taxpayer data-sharing program.

For example, SB/SE Research matched Colorado and New Jersey tax-amnesty
data to compare the potential use of resources for SRFMI cases with non-SRFMI
cases and found that state tax-amnesty files cannot be used to definitively identify
