A Children's Rights Perspective on Closing the Achievement Gap

A large body of research in disciplines from sociology and policy studies to neuroscience and educational psychology has confirmed that socioeconomic status remains the most powerful influence on children’s educational outcomes. Socially disadvantaged children around the world disproportionately suffer from lower levels of educational achievement, which in turn leads to unfavourable long-term outcomes in employment and health. Education in the Best Interests of the Child addresses this persistent problem, which violates not only the principle of equal educational opportunity, but also the broader principle of the best interests of the child as called for in the UN Convention on the Rights of the Child. Building on the children’s rights work accomplished in their previous book, Empowering Children, Brian Howe and Katherine Covell identify three types of reform that can significantly close the educational achievement gap. Arguing that provinces are now the most central site of governance and policy innovation, the book assesses the role of the provinces and places the provincial state in its broader economic, institutional, social, and territorial context. The aim throughout is to highlight the crucial role of provinces in policy changes that directly affect the lives of citizens. Three key themes unify this book. First, it addresses the role of policy convergence and divergence among provinces. Although the analysis acknowledges enduring differences in political culture and institutions, it also points to patterns of policy diffusion and convergence in specific areas in a number of provinces. Second, the book explores the push and pull between centralization and decentralization in Canada as it affects intergovernmental relations. Third, it underscores that although the provinces play a greater role in policy development than ever before, they now face a growing tension between their expanding policy ambitions and their capacity to develop, fund, implement, manage, and evaluate policy programs. The theory of deliberative democracy promotes the creation of systems of governance in which citizens actively exchange ideas, engage in debate, and create laws that are responsive to their interests and aspirations. While deliberative processes are being adopted in an increasing number of cases, decision-making power remains mostly in the hands of traditional elites. In Democratic Illusion, Genevieve Fuji Johnson examines four representative examples: participatory budgeting in the Toronto Community Housing Corporation, Deliberative Polling by Nova Scotia Power Incorporated, a national consultation process by the Canadian Nuclear Waste Management Organization, and public consultations embedded in the development of official languages policies in Nunavut. In each case, measures that appeared to empower the public failed to challenge the status quo approach to either formulating or implementing policy. Illuminating a critical gap between deliberative democratic theory and its applications, this timely and important study shows what needs to be done to ensure deliberative processes offer more than the illusion of democracy.
